Overview: The Training Manager will develop a training program that meets all state and federal regulations and implement it so that all employees are maintaining required certifications and executing their jobs safely.


Duties and Responsibilities:

  • Evaluate the effectiveness of the Company’s existing Operator Qualification (OQ) management system and determine whether to keep it, purchase a new system, or develop our own in-house OQ tracking system through your own observations/expertise and interactions with Company field personnel and management group
  • Coordinate, develop, and manage employee training and development programs; conduct needs assessments; identify training needs; develop and/or customize training courses, content and materials; make adjustments as necessary to improve training and outcomes.
  • Conduct and facilitate training sessions, presenting information clearly and concisely to various audiences.
  • Develop OQ’s for supervisors and inspectors in accordance with PHMSA regulations. 
  • Coordinate with supervisors and managers in the field to develop training objectives and address their concerns related to our OQ system and program.  Collaborate with various operating groups to make sure our training program goals and requirements are consistent across various plant and pipeline groups.
  • Develop a system for field verification of employee OQ’s by supervisors and inspectors.
  • Work jointly with other operations personnel to prepare for, participate in, and respond to regulatory inspections from PHMSA, PUC, Labor and Industry and any other government entities.
  • Maintain all training records and schedule training classes not currently tracked by the safety department.
  • Work closely with the safety department in developing, planning and executing training
  • Ensure contractors meet OQ requirements for construction activities and site maintenance work.
  • Develop and implement method of measuring the effectiveness of training programs and provide regular reports to management regarding training initiatives, scheduling and effectiveness of employee and organizational development initiatives.
  • Attend meetings daily, weekly, monthly, quarterly and/or annually to discuss objectives as set by department and business.
  • Additional duties as assigned.


Knowledge, Skills and Abilities:

  • Comprehensive knowledge of training program development and implementation.
  • Ability to develop and facilitate technical, operational, and/or specialty training events and programs.
  • Working knowledge of relevant regulations of the PAPUC, PHMSA, PADEP, EPA, OSHA, PA L&I, etc.
  • Ability to effectively write procedures and develop programs
  • Good communication skills and ability to coordinate with various groups in multiple departments.
  • Ability to develop and deliver professional presentations to large groups and build consensus for your ideas.
  • Excellent interpersonal and written communication skills.
  • Strong PC skills (proficient with Microsoft Word, Excel, Access, SharePoint).


Education and Experience Required:

  • Bachelor’s degree and/or 15+ years of direct industry experience in a similar position.
  • At least 5 - 7 years of experience implementing and facilitating training programs and initiatives.
  • At least 4 years of relevant work experience in the energy industry highly preferred.
  • Knowledge of the natural gas midstream business, natural gas compression facilities, natural gas underground storage facilities, propane facilities, liquefied natural gas facilities and/or electric generation facilities highly preferred.
