Job Summary

The Process Safety Program Manager has Process Safety Management (PSM) and Risk Management Program (RMP) oversight for all AmeriGas covered process facilities.  The Process Safety Manager will understand both Terminal and ACE Operations with a focus on Process Safety Management and Risk Management Plans.  Incorporates regulatory compliance products and services for operations, including all federal, state, and local regulations and code requirements for AmeriGas’ terminals and Cylinder Exchange plants.  

 

Identifies the requirements of regulations, clearly communicates these to the terminal /ACE production managers, facilitates or source development of programs to satisfy these regulatory requirements and to monitor the timely completion of tasks to maintain compliance with all regulations.

Duties and Responsibilities

  • Manage compliance action plans to bring AmeriGas’ major propane terminals and cylinder exchange plants into 100% compliance with all regulations and construction codes including cost analysis and updating plan as needed.
  • Monitor and continuously update all elements of OSHA’s Process Safety Management (PSM) and EPA’s Risk Management Plan (RMP).  
  • Schedule and coordinate compliance training to ensure all operators are trained and tested in all PSM elements with appropriate documentation.
  • Facilitate each terminal’s update of their Process Hazard Analysis (PHA).  Receive adequate training required to become a certified PHA Facilitator or to manage third party facilitation.
  • Outsource periodic NFPA 58 audits of each terminal and make necessary corrections.  
  • Coordinate the storage of all regulatory documents into a central depository located in AmeriGas’ corporate electronic storage (shared folders).  Organize the structure of the depository for quick and easy access to documents which demonstrate compliance.
  • Attend seminars and/or schools to stay current on all development with respect to PSM, RMP, NFPA 58 and Office of Pipeline Safety (OPS) or any other regulation/law that may apply to our operations.
  • Develop relationships with all jurisdictional agencies to ensure our ongoing regulatory compliance processes are in alignment with applicable requirements.
  • Review each terminal project to identify areas that may impact the “grandfathered” status of code/regulations.
  • Develop a Management of Change (MOCfullcess that will ensure changes/modification at each terminal will continue to maintain fully compliance with all regulations.
  • To the extent possible, attend all scheduled audits by Federal, State, and local regulatory agencies.
  • Assist the terminal manager with responses to all regulatory audit findings.
  • Form a team with appropriate knowledge and expertise to conduct terminal and plant self-audits to ensure each terminal has all necessary state, federal and local permits required for our operation.  
  • Construct a common format/template for regulatory filings for the purpose of organization, ease of updating and information sharing between facilities.  Each document will be in “ISO” format, as preferred by regulatory agencies.
  • Work with the Region Logistics Managers to provide periodic updates to each terminal’s Security Plan and facilitate employee training as dictated by law. 
  • Work with the Safety and Operations Department to direct regulatory compliance at cylinder exchange plants.

Knowledge, Skills and Abilities

  • Project management skills to assess situations, build solutions and complete projects.
  • Content/application of significant and relevant industry codes, as well as Federal and State regulatory requirements. (Preferred)
  • Personal leadership: Sets a clear vision and uses interpersonal influence and skills to motivate people, especially those over whom he or she has no direct managerial control.  Maintains principles and company policies despite internal/ external pressure.
  • Self-management: Confident self-starter with the ability to logically organize tasks and plans.

Education and Experience

  • Bachelor of Science: Engineering with 5 - 7 years in safety operations.
  • Field Experience in field operations in a hands-on environment.
  • Propane or energy related experience desired.
  • Fully competent in all related government safety operating regulations. 

Working Conditions

  • Up to 50% domestic travel.

The pay for this position ranges from $87,000.00 to $100,000.00, depending on circumstances including an applicant’s skills and qualifications, certain degrees and certifications, prior job experience, market data, and other relevant factors. Additional compensation includes eligibility to earn a performance-based bonus or commissions on completed sales.
