Remote-Region Pipeline Manager

Job Summary (Purpose):

 

**This position is able to be worked 100% remote. The required work hours are EST and the candidate should be on that time zone**

 

Support Field Operations and drive compliance of pipeline systems within the region in accordance with the Office of Pipeline Safety (OPS), 49 CFR 190, and other applicable regulations.  Manage the compliance initiatives as outlined by the Corporate OPS Manager in order to improve system operation in accordance with all required standards.  Act as the regions primary expert with regard to pipeline safety.  Audit pipeline compliance and support system functionality.  Champion new pipeline compliance roll-outs within the Region.  Manages key technical and operational projects and oversees the hiring and use of outside contractors within the region.  Support the Corporate OPS manager and Region leadership in the establishment of budgets.  Act as the primary Region trainer to ensure employees and contractors working on pipeline systems are properly trained and qualified to do their work safety and in compliance with applicable regulations. Evaluate pipeline system compliance and collaborate with management to implement required.

Duties and Responsibilities:

 

  • Responsible for driving the OPS program within the Region and dotted line supervision of OPS field employees
  • Gathers and maintains OPS system data for required reporting.
  • Acts as primary Region trainer and skills evaluator for the Operator Qualification Program (OQP).
  • Regularly evaluates the Operation and Maintenance (O&M) manual as it relates to jurisdictions within the Region.
  • Ensures understanding and compliance with all updated policy, procedure, and regulatory compliance changes within the Region when applicable.
  • Works with the Corporate OPS Manager to identify and evaluate major pipeline repairs and upgrades and assists in the establishment of capital projects as needed.
  • Manages the qualification and hiring of outside contractors; includes OQP task qualifications.
  • Audits all new or acquired pipeline systems.
  • Implements training for any equipment purchased in the districts for the purposes of support OPS Compliance.
  • Supports Corporate OPS Manger in the performance of engineering field trials related to new equipment and devices to determine their feasibility and maintainability in the field.
  • Provides technical support on pipeline systems to and liaison with the Area Teams on a regular basis, including subject matter expertise.
  • Provides safety and technical support in emergency situations.
  • Provides support and guidance to Area Directors, Pipeline Supervisors, and Field Safety Managers as needed.
  • Works with District management and teams to ensure prompt and effective mitigation and repairs of all identified audit discrepancies.
  • Monitors compliance of scheduled maintenance tasks within the SAP system.
  • Manages and oversees in partnership with the Area Directors, OPS compliance calls in appropriate frequency to the number of systems in existence as specified by the Corporate OPS Manager

 

Knowledge, Skills and Abilities:

 

  • Detailed knowledge of the propane industry and/or pipelines and applicable standards, codes and regulations.
  • Demonstrated leadership, coaching and development skills. 
  • Demonstrated writing skills and the ability to communicate effectively to large groups.

 

Education and Experience Required:

 

  • Engineering Degree preferred, or a Bachelor of Science degree in a technical discipline. Alternatively, a minimum of 5 years relevant experience in the propane industry and/or pipelines may be substituted.
  • Have experience in the design, operation, and maintenance of propane pipeline systems, storage and distribution equipment.
  • Computer skills (Microsoft Office and basic internet) required.

 

Working conditions:

 

While performing the duties of this job, the employee is sometimes exposed to hazardous or caustic chemicals and outside weather conditions.  The employee is sometimes exposed to moving mechanical parts and flammable materials.  The employee is occasionally exposed to vibration.  The noise level in the work environment is sometimes loud.  The employee will be working in both office and external work environments.
