The IT Portfolio Manager is responsible for managing a group of IT projects to drive overall business results and maximize the return on investment. The Portfolio Manager will manage the process of IT demand evaluation and risk assessment, which involves project investment prioritization and coordination of resources to support the entire project portfolio (including planned and inflight projects).  Given the distributed nature of the organization, the IT PMO Portfolio Manager needs to work closely with his / her counterparts in the business units to build reporting on the state of the IT project portfolio.  This role also collaborates with OCIO and IT Finance liaison to plan and align with the fund request process, as well report the benefit realization of projects. 


Job Responsibilities:
IT Project Governance
•    Help define and implement portfolio management (IT Project Governance) policies and processes to maximize the value of the IT project portfolio.
•    Establish the project portfolio definition and along with the structure and processes which includes:

o    Intake of demand
o    Strategic alignment of projects and programs to portfolio categories
o    Evaluation, selection and prioritization of demand
o    Project execution, tracking and measuring the achieved results


Demand Management
•    Stay engaged with various groups within the IT organization to ensure full visibility of new technology needs 
•    Ensure compliance to the demand request process 
•    Facilitate request intake and ideation process for investments projects
•    Participate in activities regarding IT project resource planning, prioritization, and funding
•    Ensure the oversight and coordination of dependencies across the projects and programs in the portfolio, and resolve or escalate conflicts as necessary


Portfolio Management
•    Move program and projects through portfolio planning and execution process
•    Evaluate and manage risks to the portfolio 
•    Provide oversight and coordination of dependencies across the projects and programs in the portfolio, and resolve or escalate conflicts 
•    Direct the development and maintenance of communications and reporting around the IT project portfolios, their contents and the individual performance of initiatives to stakeholders, the IT steering committee, and senior executives
•    Provide the portfolio report to support management decision on actions required to balance the portfolio of existing assets and services.
•    Facilitate reviews of any significant initiatives, projects or programs which are challenged and provide recommendations as to whether it should continue, be significantly changed, placed on hold or discontinued
•    Build trusted and effective relationships with all IT groups and project managers to ensure IT PMO delivers value in a timely and effective manner 
•    Work with project teams on regular health checks of projects in the portfolio. Identify staffing needs and balance the availability of the required skills and competencies across project and program teams within the project portfolio
•    Direct the creation and maintenance of the required IT demand and portfolio documentation and artifacts


Job Requirements:

•    Bachelor’s degree in Computer Science, Finance, Business Administration or a related discipline  
•    Master's degree in Finance or Economics or MIS is desirable 
•    Project management certificates, such as PMI, preferred
•    Working knowledge of SDLC, demand management, portfolio management and project management processes, as well as project governance and IT governance 
•    Working knowledge of complex IT Project Management, including resourcing and project finance management
•    Hands-on IT experience, especially in IT infrastructure 
•    Ability to analyze IT requests from various functional and/or multi-national sources to identify the common needs   
•    Skilled in resource planning; ability to be creative in scheduling to optimize resource utilization 
•    Experienced in program management; with an innate ability to align the project portfolio with company strategy to maximize ROI and IT value
•    Unique combination of IT knowledge and financial analytical skill to effectively manage the IT project portfolio 
•    Ability to communicate to wide variety of groups (IT leadership team, peer group in BUs, project managers, and finance)
