Job Summary
Provides comprehensive legal representation for UGI’s FERC-regulated subsidiaries and public utility operations in all federal and state energy regulatory matters, including proceedings before FERC, the Pennsylvania Public Utility Commission, and PJM, while managing compliance programs, industry group participation, and emergency incident response.
Duties and Responsibilities
- Represent UGI’s FERC-regulated subsidiaries in all applicant and intervenor matters before the FERC. Responsibilities include: strategy development and general advice; drafting applications, tariffs, filings, pleadings and briefs; handling reporting and compliance activities; monitoring and reporting on FERC proceedings and rulemakings; attending hearings, conferences and meetings; and responding to discovery and information requests. Manage and conduct annual FERC SOC training and FERC gas transactions audits for UGI Energy Services and UGI Utilities. Assist on pipeline safety compliance and reporting matters.
- Represent UGI on INGAA legal and rates committee. Engage and manage outside counsel with respect to such matters.
- Provide legal advice and representation to UGI Energy Services and UGI Utilities in a wide variety of state and federal energy regulatory matters before the Pennsylvania Public Utility Commission (PUC), including base rate cases, infrastructure replacement plans, retail supply procurement cases, rule making proceedings and PUC inquiries; affiliate interest agreements, management and operations audits, safety and customer complaints; preferably with experience in low-income policy matters.
- Provide legal advice and representation to the utility business in electric matters involving interconnections, pole attachments, transmission formula rate proceedings, and PJM proceedings.
- Represent the utility business with gas industry groups, particularly the American Gas Association’s and Energy Association of Pennsylvania and in those roles provide recommendations to the Company on policy initiatives, monitor regulatory developments, and comment on formal rulemakings.
- Represent the utility business in responding to incidents and related claims, including but not limited to on the ground emergency response, root cause analysis, and handling incident-related investigations by the PUC, PHMSA, NTSB, or US OSHA and other related claims.
- Provide legal services to UGIES’ Supply and Marketing Departments for its energy commodity (gas, electricity, LNG, liquids) business lines. Responsibilities include: strategy development and general advice: drafting, negotiating and editing contracts and related agreements and documents for, and concerning, commodity purchase, sale, hedging, storage, transportation, capacity release and generation attributes transactions. Coordinate with business unit on all state licensing, bonding reporting and customer complaint issues. Advise on compliance and LDC tariff issues. Engage and manage outside counsel with respect to such matters.

Education and Experience
- Juris Doctor Law
- 8+ years utility regulatory and corporate legal experience
- Member of a state bar (preferably Pennsylvania) in good standing
- Specific experience with energy matters required
