Summary:

To coordinate and control the transmission and distribution of power to ensure safe and dependable service within Company guidelines. Each System Operator has the responsibility and authority to take actions that are needed to ensure the reliability of the BES and alleviate operating emergencies.  Actions to include operating equipment and shedding firm load to alleviate emergencies.  Each System Operator shall comply with all directives from the Independent System Operator Reliability Coordinator and/or Transmission Operator (PJM).

 

Principal Accountabilities:

  • Regional Transmission Operations – Receive and act on emergency procedure messages and directives from PJM RTO, participate in PJM/NERC and Company sponsored training and drills to maintain a high level of emergency preparedness to maintain system adequacy.  Maintain valid PJM Transmission Certification and NERC Transmission or Reliability Coordinator Certification. Obtain the required yearly NERC continuing education credits as directed in (UGI Manual 40 Certification and Training). Ensure all communication is issued in a clear, concise, and definitive manner; ensure the recipient repeats the information back correctly and acknowledge the response as correct or repeat the original statement to resolve any misunderstandings.  Maintain proficiency in applicable UGI and PJM Operating Manuals.  Determine system hourly energy usage and report the same to PJM via E-Meter, maintain hourly energy log, forecast next day peak and off-peak system load, maintain system voltage at Mountain Substation as scheduled.
  • Transmission Switching – Direct the performance of transmission switching for normal outages and restoration of the system during emergencies.  Evaluate UGI Transmission Outage Application and PJM eDART requests to remove lines and equipment from service, analyze the effects of such outages on system reliability, plan restoration measures in the event of adverse contingencies, and grant or deny such requests.  In collaboration with the requesting party(ies) , schedule approved outages.  Design, review, and dispatch switching orders.  Schedule switchmen.  Direct the application and removal of Protective Permit Red Tags/OSHA 1910.269.  Issue and track clearance.  Perform switching using SCADA as appropriate.  Maintain System Operations board to show current system configuration.
  • Distribution Service Delivery – Direct the restoration of electric system outages.  Receive, analyze, and dispatch emergency work requests related to system trouble.  In collaboration with the appropriate supervisors, dispatch work requests to repairmen.  Callout engineers, technicians, and repairmen as required to restore the system to normal as expeditiously as possible using applicable callout procedures.  Collect and record outage description and cause information.  Maintain proficiency in applicable operating procedures.

  • Other – Check system maps for correctness and forward corrections to the Mapping and Records Department.  Make changes to the System Operator pegboard to reflect additions and removal of equipment.  Respond to callouts and overtime, perform special projects and other duties as assigned.

 

Knowledge, Skills, & Abilities:

  • Working knowledge of SCADA operation and programming, Outage Management Systems, distribution and transmission protective relaying, proper lock out/tag out procedures for generation, transmission and distribution.
  • Thorough understanding of electric transmission system dynamics including relationships of electric interconnections.
  • Ability to assimilate data from a variety of sources and quickly formulate and execute action plans during periods of high stress.
  • Ability to obtain PJM and NERC Certification.
  • Good communications skills (3-part communication).
  • Familiar with Microsoft Office Products.
  • Support a culture of safety excellence through active involvement in safety improvement and promote a sense of shared responsibility for safety.

 

Qualifications:

  • Associate degree in related technical field with two (2) years distribution or transmission system operations experience. In lieu of degree, applicants with four (4) years distribution or transmission system operations experience will be considered.
  • At least 4 years of prior experience.
  • Preferred: PJM Transmission Operator certification, NERC Transmission Operator certification.
