Summary:

This position is responsible Regionally (North or South) for the day-to-day execution of the Pipeline Safety program objectives as they relate to the implementation, monitoring performance measurements and achieving established company goals. The programs core safety messaging for the Pipeline & Public Safety group include; Safe Digging/811, Public Awareness Stakeholder outreach/internal ICS & NIMS (Fire Service/EMS/Excavators), and Cross Bore Awareness for the Plumbers and Sewer System Operators. Also manages the Contract Locate relationship. Can act in the capacity as an SME relative to the program messaging and accomplishes goals through effective management of Pipeline Safety Administrators assigned regionally.

Principal Accountabilities:

  • Implement Safe Digging and 811 awareness programs with various external stakeholder groups and internal Staff through the use of metrics, established company goals, programs and by drawing on industry Best Practices to establish policy and procedures.  
  • Implement training of UGI’s internal ICS protocols with a focus on understanding the application for escalating emergency situations along with training and outreach to emergency management services related to natural gas safety. The premise is to enhance the working relationship with UGI Staff and the Public Sector in unplanned emergencies and natural disasters by applying ICS and NIMS to incident scenes as required.
  • Evaluate, implement and manage Contract Locate Services at the various UGI locations through the day-to-day activities of the Pipeline Safety Adminsitrator positions with a focus on reducing damages, improving records quality and managing locate costs.
  • Represent UGI and UGI Pipeline & Public Safety objectives at various Industry Associations and activities such as AGA, CGA, NEGDC, CBSA, One Call Board, Committees & Task Forces. Act as an SME by representing UGI’s position at Damage Prevention Committee meetings where UGI is involved.  
  • Insure accurate, consistent documentation of legacy Cross Bores that includes reporting sources, remediation by local Operations and expanded inspections where required to manage associated risks.
     

Knowledge, Skills, and Abilities:

  • Underground Utility Line Protection Act of 1974 as amended (One Call Law)
  • DOT Public Awareness Program RP 1162 (192.616)
  • DOT Damage Prevention requirements (192.614)
  • CGA Best Practices
  • UGI Gas Operations Manual, specifically 60.40 Damage Prevention & 60.60 Public Awareness Programs

  • North American Society of Trenchless Technology – HDD Good Practices

 

Education:

  • Bachelor’s Degree in Business or Technical Area such as Engineering or 10 years direct industry work experience in Utilities, Construction or Damage Prevention.
  • 10 Years minimum in Utility or related field
  • FEMA 100 & 200 ICS certificates

 

Working Conditions:

  • Typical office conditions 50%, Off site - Associations/Meeting/Presentation 25%, Field 25%
