Summary:

To supervise the operation, maintenance and construction of substation facilities and assist in the design of new substation facilities.

 

Principal Accountabilities:

  • Supervise the Substation workforce and contractors in the successful completion of all Substation Capital projects. Collaborate with and assist the Sr. Manager - Substations and Metering in the design and revision of new and existing substation facilities.
  • Supervise the Substation workforce and various contractors performing Substation O&M work and ensure substation-related inspection, maintenance and testing is performed as follows: 230kV BES protection systems in accordance with FERC Reliability Standard PRC-005; under-frequency load-shedding equipment in accordance with FERC Reliability Standard PRC-008; and substation equipment in accordance with PUC Inspection and Maintenance Standards. Develop annual Substation equipment maintenance, testing, and inspection schedules in collaboration with the Principle Project Engineer - Electric and Sr. Manager - Substations and Metering.
  • In collaboration with System Operations and the transmission construction supervisor, direct, plan and schedule the outage, inspection, maintenance and testing of substation facilities. Monitor work load, organize, mobilize and schedule the substation maintenance work force. Assess quality and quantity of work performed. Provide on-call response to emergency situations (24/7) and coordinate personnel and equipment required to expedite repairs and restore service.
  • Develop, institute and monitor training and progression programs for Substation Union personnel

 

Knowledge, Skills & Abilities:

  • Electrical equipment operation and protection and control schemes
  • Federal Regulations pertaining to oil spills, hazardous waste disposal
  • System operation, outage scheduling and switching requests
  • UGI budget system (OPEX, CAPEX)
  • UGI rules, policies and practices
  • Electrical testing methods and equipment
  • Electrical codes, safety regulations and safety procedures (NEC, NESC, OSHA Regulation1910.269 (a)(2)(iii) through (vi) relating to job performance training and safety-related work practices) as it pertains to Substation and Electric Metering work.
  • NERC PRC-005, PRC-008 Compliance and PUC I&M Standards.
  • Ability to troubleshoot and repair substation electrical equipment and utilize such experiences and employee training opportunities.
  • Knowledge of utility power systems, substation power equipment and application, substation construction practices (structural and electrical), safety procedures, knowledge of various substation test equipment and ability to analyze test results, operation and troubleshooting of electrical test equipment, mechanically oriented.

 

Education:

  • Bachelor of Science: Electrical Engineering or Electrical Engineering Technology preferred.
  • Associate Degree in Electrical Engineering or Electrical Engineering Technology, PA Electrician’s License, or a minimum of (3) years of substation-related experience with supervisory responsibilities.
  • At least 7 years of experience required

 

Working Conditions:

  • Typical office conditions with exposure to active high/medium/low voltage substation environments.
