Job Summary

Lead, manage and provide programmatic direction for the Company’s real estate rights, interests, property assets and manage the daily activities of the Right of Way section and the acquisition and divestiture of land and land rights. Establish policies, procedures and strategic goals for the department. Determine department objectives and requirements, organize projects, and develop standards and guidelines. Prepare land valuation analysis and corporate budgets. Identify specific acquisition opportunities that meet the Company’s strategic goals. Prepare and negotiate letters of intent, agreements and other related legal documents in accordance with company policies and procedures. Prepare memoranda and other documentation analytics for corporate approvals. Coordination and communication of property acquisition activities with other departments. Land support for detailed, long-range strategic plans, such as the acquisition of Right-Of-Way or Easements to support Gas and Electric Capital construction for new or replacement facilities, including coordination of regulatory, environmental, marketing or legal issues. Direct due diligence for acquisitions. Coordinate consultants and internal staff in acquisitions. Directly negotiate leases, site licenses and fee simple acquisitions. Project management - working multiple, concurrent projects within the framework of a cross-disciplinary team toward company goals. Knowledge of local, state and federal regulations and developments affecting the oil and gas industry and serve as the Company’s contact regarding land matters. Identify and resolve complex departmental problems and challenges as guided by policies and procedures. Coordinate consultants and internal staff in acquisitions.

Duties and Responsibilities

  • Lead, manage and provide programmatic direction for the administration of the Company’s property inventory and the daily activities of the Right of Way section, in the acquisition and disposition of land and land rights, including negotiations for rights-of-way, easements and leases for capital programs or other company needs.
  • Prepare land valuation analysis and corporate budgets. Identify specific acquisition opportunities that meet company strategic goals. Direct due diligence studies for proposed land acquisitions. Prepare and negotiate letters of intent, agreements and other related legal documents in accordance with company policies and procedures. Prepare memoranda and other documentation analytics for corporate approvals.
  • Determine department objectives and requirements, organize projects, and develop standards and guidelines. Establish policies, procedures and strategic goals for the department development plans of Land Group personnel to meet those objectives.
  • Identify and resolve complex departmental problems and challenges as guided by policies and procedures.
  • Support special projects or other duties as required.

Knowledge, Skills and Abilities

  • Proficient problem solving, project management and decision-making skills.
  • Proficient drawing and drafting skills, particularly as relates to Land Agreements, and the ability to provide subject matter guidance to employees.
  • Ability to motivate and develop a team of employees and influence across departments.
  • Strong oral and written communication skills, as well as strong computer skills. This would include the ability to negotiate with outside entities for site leases, licenses and fee simple acquisitions.
  • Comprehensive knowledge of various forms of real property ownership, real estate transactions, real property documentation (deeds, easements, right-of-way, licenses, and leases), rules of evidence as they apply to recovering and establishing real estate boundaries, and ability to analyze the value of property and property rights to recommend pricing for land purchase, lease, easement or right-of-way.
  • Demonstrated safety leadership skills. 

Education and Experience

  • Bachelor’s Degree – Real estate or land management discipline preferred.
  • At least 10 years of experience in commercial real estate and managing land and right of way acquisition for major construction projects, preferably linear projects. Must have extensive experience in all aspects of land management including leases, contracts, negotiations, administration and budgeting.
  • General Certified Appraiser preferred, but not required.
