This position has the flexibility to be based at our Reading or Lehigh office locations.  The incumbent will coordinate the investigation and invoicing of all substructure damage incidents.  Identify the cause for each incident and utilize this information to develop and implement communications or procedures that will effectively reduce or eliminate similar future incidents. Provide coordinated Education and Outreach to the following stakeholder groups; Excavators, Emergency Management Services and Plumbers/Sewer System Operators consistent with the Underground Utility Line Protection Law of 2006 as amended and API - RP 1162. Support Contract Locate applications.


Principle Accountabilities:

  • Investigate each substructure damage (SSD) incident along with Area Supervision and S&C Inspectors to determine root cause and fault. Includes filing regulatory reports.                 
  • Compile all information related to each SSD incident which is necessary to prepare an accurate invoice for all excavator “At Fault” damages. This includes follow up and legal action and bill collection as required.
  • Provide education and outreach to stakeholder groups regarding the UULPA, RP 1162 and specific UGI GOM standards and policies. Focus areas are safe digging, natural gas safety for EMS (RTUE) and career Fire staff and Plumber & Sewer Operators for cross bore awareness.
  • Conduct Field Job site visits and support Contract locate applications.
  • Other projects as assigned by the Sr Damage Prevention Administrator.


Knowledge, Skills and Abilities:

  • PA - Underground Utility Line Protection Act, known as the One Call Law.
  • Federal Code DOT 192.614, 615 & 616 as they relate to Damage Prevention, Emergency Plans & Public Awareness.
  • Common Ground Alliance Best Practices.
  • General Utility Construction Practices – GOM for UGI specific standards & NASTT for Trenchless work.
  • OSHA 1926 Subpart P 651 & 652 Excavation Safety.



  • High School Diploma & Utility Work Experience or BS in Business Administration or Construction Management.
  • Minimum 3-5 Years applicable Utility, One Call or Construction experience.
  • PUC One Call Offender Trainer.


Working Conditions:

  • Regular office conditions 50% with regular visits to the various field locations or incident sites 25% and stakeholder education and awareness sessions conducted daylight and evening hours. 25%.
