Job Summary

To complete assigned engineering work, primarily involving existing distribution systems and facilities, so as to research and design replacements, additions and modifications to the distribution system utilizing budgeted and allocated resources in an effective, efficient and professional manner, and in compliance with applicable Codes and Company policies and goals.  Key deliverables will include design, job drawings, permit sketches with information for permit applications, cost estimates for projects, and create and process work authorization packages.

Duties and Responsibilities
  • Review roadway construction plans from state, municipalities, contractors and/or developers for conflicts and/or needed system maintenance to be done in coordination with proposed construction activities.  Process PA 1 Call-Ace 121 design requests, as required.
  • Research internal records and assess system conditions via MapFrame, Optimain, network analysis, etc. for planning system replacements due to condition or pressure needs, or to assess involvement with proposed state or municipal roadway improvements.
  • Communicate and internally coordinate workload priorities, C&M installation concerns, project manpower requirements, materials procurement, permit application, etc. regarding the design and implementation of projects.
  • With supervision/direction, design and estimate costs for all non-complex and some complex distribution system replacements and modifications including utilizing Design Manager/DOJM and/or Avenir combined with Annual Pipeline Contract to cost-effectively specify design parameters and to select contractors and/or create bid packages.
  • Monitor projects for actual installation (and cost containment) versus design including field coordination during construction, assessment of project costs using Oracle, creation of change orders, post-construction debriefing with C&M, preparation of job completion packages for Central Maps & Records and Accounting Departments, including graphical completion in Design Manager, financial close-out in DOJM, completed job orders, checklists, tagging leaks, etc.
  • Represent the Company at construction and/or utility meetings with the State, municipalities, contractors, developers, etc.
  • Complete all other work assignments and special projects as directed by the Sr Manager Area Engineering.
Knowledge, Skills and Abilities
  • Associate Degree in Engineering Technology and/or a working knowledge and experience with CAD in gas pipeline installation and maintenance.
  • A general knowledge of, or aptitude in learning, the properties of natural gas as they relate to pressure and flow, and of the principles which apply to gas facility construction and maintenance.
  • Aptitude in learning codes and standards such as all applicable Federal (DOT), State (PUC/PennDOT), local codes, and Company policy and procedures, such as those found in Gas Operations Manual (GOM).  
  • Aptitude in learning new computer systems, such as Microsoft Office and the Company Mainframe computer systems: CICS, Design Manager, DOJM, Oracle and MapFrame, Ingres, Avenir, 4CAP, MLTS, and ArcGIS.
  • Familiarity with office work flow procedures and have an understanding of available resources such as maps and records, maintenance reports, timesheets and contractor bills.
  • Using vision and creative thinking to determine the best short term and long term manner to implement system upgrades.
  • Physically visiting the field locations to determine obstacles to design and to resolve any conflicts that arise during construction.
Education and Experience
  • High School diploma or equivalent.  
  • Associates Degree preferred.
  • Valid Driver’s license.
