Job Summary:

The position is responsible for overseeing and continuously improving the field evaluation, qualification, training processes that support the company’s Operator Qualification (OQ) and Quality Management System (QMS) teams. This role collaborates across departments including Field Operations, Training, Standards, Quality Assurance, and Regulatory Compliance to identify performance gaps, implement enhancements, and ensure compliance with regulatory requirements (PHMSA, B31Q, NGA) and company operational standards.  The position plays a key role in promoting consistent execution of procedures in the field, maintaining regulatory adherence, and ensuring a culture of learning and safety.

 

Duties and Responsibilities:

  • Leadership & Evaluation Management – Lead, develop and mentor the Field Evaluation and Field Training teams, ensuring consistent and high-quality performance evaluations across all regions. Track and manage qualification and requalification cycles for employees working through progression and field evaluation to maintain workforce compliance and readiness. Provide direction and training to approved evaluators from other teams to ensure consistent application of OQ standards and assessment criteria.  
  • Field Evaluation Oversight – Oversee and continuously improve the field evaluation and initial qualification process for OQ-covered tasks, ensuring alignment with regulatory and company requirements. Monitor field performance trends to identify systemic training or competency gaps and collaborate with leadership to implement corrective actions.
  • Quality Management System Alignment – Collaborate with the Quality Assurance and Control teams to integrate OQ performance data into the company’s Quality Management framework. Lead or support cross-functional projects that strengthen field quality, inspector capability, and compliance assurance. Provide input on quality enhancements and leverage OQ data analytics to drive continuous improvement.
  • Operator Qualification Program Advancement – Actively support and contribute to Operator Qualification Committee efforts to enhance and modernize the OQ program. Participate in special projects aimed at transitioning the program from its current state to a more advanced, technology-enabled platforms. Ensure field and system feedback loops are incorporated into OQ governance and improvement cycles.
  • Training & Development Integration - Reinforce program effectiveness through a balanced mix of instruction, discussion, mentoring, and on-the-job training. Collaborate with the Training Department to develop and maintain training materials that reflect current field practices and lessons learned from evaluations. Support the development of new evaluators through structured onboarding, skill-building, and shadowing opportunities. 
  • Field Engagement & Communication – Maintain a strong field presence to observe operations, provide coaching, and promote a culture of qualification ownership and safe work practices. Serve as a liaison between field operations, training, and compliance to ensure open feedback and mutual understanding of qualification expectations.
  • Regulatory & Compliance Coordination – Partner with Regulatory Compliance to ensure adherence to pipeline safety regulations and operator qualification standards. Support audit readiness by maintaining comprehensive, traceable documentation of evolutions, training activities, and corrective actions.

 

Knowledge, Skills, and Abilities:

  • Digital Systems & Learning Technologies – Understands enterprise learning platforms, field data systems, and digital construction tools used for qualification tracking, audit verification, and performance analytics.
  • Regulatory & Safety Framework - Holds expert knowledge of federal, state, and industry safety codes and how they integrate into daily construction and training activities. 
  • Construction Standards & Procedures – Understands gas construction practices, quality checkpoints, and company standards that govern safe, compliant field execution.
  • Curriculum Design & Technical Leadership – Create engaging, blended learning programs that integrate technical accuracy, behavioral competency, and measurable outcomes aligned with enterprise systems.
  • Field Integration & Validation – Bridge classroom learning and field application by validating performance through direct observation, mentoring, and structured feedback. 
  • Communication & Engagement – Deliver clear, compelling communications that connect leadership and field employees while reinforcing a culture of shared learning and safety. 
  • Cross-Functional Collaboration – Partner with SMEs, regulatory, and quality teams to align training content with enterprise standards and multi-discipline learning goals. 
  • Strategic Leadership – Turn safety, quality, and workforce goals into focused training strategies using data and digital tools to prioritize what matters most and measure progress over time. 
  • Analytical Judgement – Evaluates training impact through data analysis, performance metrics, and uncover patterns that drive smarter decisions.
  • Digital Fluency & Adaptation – Quickly learns and applies new technologies, integrates digital tools into workflows, and helps others build confidence and efficiency in technology use. 
  • System Thinking & Integration – Connect what people learn in training, how they perform in the field, and the quality of their work to continuously improve UGI’s quality execution.

 

Education and Experience:

  • Bachelor's degree in Education, Industrial Training, Engineering, or a related field, preferred. 
  • Minimum 10 years in natural gas, utilities, or pipeline operations, preferred.
  • Knowledge of PHMSA (Pipeline and Hazardous Materials Safety Administration) regulations
  • Familiarity with ASME B31Q (Pipeline Personnel Qualification standard)
  • Understanding of NGA (Northeast Gas Association) standards
