Position Summary:
The Right of Way Specialist II will secure rights-of-way/easements for the installation of natural gas pipelines and appurtenant facilities. The incumbent will also manage records, including courthouse research, evaluate crop damage from pipeline construction work, generate a variety of reports and provide notary public services. The incumbent additionally will manage records and indices related to archiving company real estate documents including rights-of-way, permits from various state and municipal agencies and licenses agreements. 

Principal Accountabilities:
Right-of-way Acquisition: 
• Negotiate and obtain rights-of-way/easements from property owners to facilitate the installation of natural gas pipelines and appurtenant facilities.
• Research property deeds, plant records, subdivision maps and other legal records to determine ownership, property rights, easement descriptions and encroachments.

Construction Permitting:
• PennDOT/Township Highway Occupancy Permitting/Operations: Prepare and submit PennDOT and township highway occupancy permit applications 500’ in length or less including supplemental permit extensions; and Maintain and update Emergency Permit Cards.
• Stream Crossing Permitting Process:  Act as liaison between company, UGI Environmental Department and/or outside engineering consultant for all CPG North Area stream crossing permit applications; Coordinate submission and ensure projects completion notices are submitted to the applicable reviewing agency.

Land Department:
• Manage all incoming invoices and request payment;
• Update and manage master vendor index including royalties;
• Verify and update county, municipal and school real estate tax indices;
• Research archived company rights-of-way, update existing right-of-way database and verify new rights-of-way for entry into database;
• Contact local PennDOT Engineering District offices for verification of state route right-of-way widths; and
• Review and process inquiries pertaining to existing oil and gas leases
Record Scanning – Electronic Archiving:
• Electronically scan existing rights-of-way as pdf file and store on secure UGI drive;
• Train and oversee temporary/summer employees tasked with scanning and indexing records; and
• Maintain and update existing “MS Access” database as new rights-of-way are acquired.

Knowledge, Skills and Abilities:

  • Ability to trace the ownership of property through all available public records, including recorder of deeds, register of wills, prothonotary, tax assessor, clerk of courts and mapping office to property to determine ownership.
  • Ability to analyze value of property and property rights and recommend consideration for purchase of land and right-of-way.
  • Knowledge of the varied county courthouse real estate record indices throughout the service area.
  • Knowledge of real estate practices and laws.
  • Good interpersonal skills to develop relationships between company personnel and outside contractors.

Education:  Associate’s degree in engineering or real estate practices is preferable.
Certifications:  Registration as a Pennsylvania Notary Public.
Licenses/Registrations:  Registration in Pennsylvania as a Real Estate Salesperson is helpful.

Working Conditions:
time is spent in field conditions with exposure to hazards common to construction site and well drilling conditions including year-round climate changes.
