Job Summary

This position is responsible for managing the Transmission Integrity Management Program (TIMP) as required by 49 CFR 192.  Responsible for managing the identification, assessment and mitigation of risk, particularly as it relates to system design and construction, system operations and system integrity in order to oversee the entire IMP process and be responsible for ensuring UGI meets regulatory requirements. Responsibilities include development of long-term capital plans for the gas transmission system, including design & specifications for new/replacement transmission pipelines to ensure code compliance.


**This position has flexiblilty to be located in Denver, Reading, Wilkes-Barre or any of our larger offices in the service territory**

Duties and Responsibilities

  • Update and maintain Transmission pipeline risk model including working with UNITE on implementing an enhanced risk model.  Provide updates to GIS to correct missing or incorrect data.
  • Develop and implement procedures for material verification and MAOP reconfirmation. Manage population samples for material verification and develop remediation plans. Coordinate with Engineering and System Planning on the timing, tracking and progress of transmission pipeline projects.  Develop long-term infrastructure investment plans to address regulatory implications or record keeping issues – pressure tests, replacements, retrofits, etc.
  • Perform all engineering analysis and technical support required for the TIMP program, including, but not limited to:
    • Develop site specific ILI plans and coordinate ILI runs.
    • Use ICDA formulas to determine where fluid might accumulate and select sites for internal inspections. 
    • Integrate historical TIMP assessments from DA (ECDA and ICDA) and In-Line Inspections (ILI).
    • Calculate safe operating pressures for any anomalies found.
    • Monitor changes in HCA’s, MCA’s and class location.  Update assessment schedule and risk model as needed and perform class location change studies.
    • Evaluate valve spacing and blow off requirements.
    • Perform purging calculations for transmission lines.
  • Review and approve transmission pipeline engineering designs to ensure compliance to all integrity required aspects of the pipe and design.
  • Provide support for DIMP/TIMP regulatory, PUC data requests and internal audits. Monitor changes in state and federal pipeline safety regulation and adapt TIMP program requirements accordingly.
  • Manage internal performance reporting and external performance reporting including DOT Form PHMSA 7100.2.1 (Transmission Annual Report).

Knowledge, Skills and Abilities

  • Strong understanding of 49 CFR 191 & 192 and AMSE B31.8S.
  • Strong technical and analytical ability.
  • Experience in all phases of natural gas pipeline projects including development, estimating, project management, engineering, and construction. 
  • Demonstrates deep understanding of the safety management risks associated with the energy industry sector.
  • Exceptional team and interpersonal skills with the ability and desire to work with other departments.
  • Ability to prioritize work.
  • Excellent written and verbal communications.

Education and Experience

  • BS in Engineering.    
  • Minimum 4+ years’ experience in gas utility operations/engineering.
  • Preferred training and certification by NACE and/or ANSI/ANST ILI-PQ.
  • Preferred Professional Engineering License.
