To monitor the capital budget against actual capital spend.  Additionally, this position will lead special analysis projects related to the capital spend. (i.e. spend analysis for flagging, directional drilling, x-ray services, etc.) This position will be responsible for assisting developers monitor their capital spend and work with Accounting to resolve any open issues.  They will be responsible for maintaining the capital budget watch list which will include all major capital projects, their approved budget and related capital spend.  This analyst will have a monthly deliverable to Management in the form of the Capital Plan Status Report.  This individual will also be responsible for preparing reporting deliverables for our regulatory commitments (LTIIP, DSIC, Base Rate Case, Data Requests).


Principal Accountabilities:

  • Oversee execution of capital plan by developing and maintaining capital plan status reports.  These reports will be created and presented to Management for review on a monthly basis.  Identify areas where the capital spend could be improved and create and maintain analysis to report on these areas.
  • Prepare the multi-year capital budget with input from stakeholder groups (Engineering, Marketing, Operations, etc.)  Develop ongoing forecasts and serve as capital SME to all levels of management and the status of capital plans.
  • Serve as an SME on UNITE Phase III.
  • Preparation of reports and support of process coordination such as rate case filings, LTIIP, DSIC and other data requests.


Knowledge, Skills and Abilities:

  • Technical Proficiency in all Microsoft Products including Excel, Word, PowerPoint.  Technical knowledge or proficiency with SAP and PowerPlan.
  • Gas and Electric Utility financial and regulatory accounting knowledge
  • Presentation and communication skills
  • Understanding of systems and processes associated with tracking and reporting on work completion and expenditures to assess and provide recommendations for improvements
  • Ability to analyze current business processes in order to identify alternative methods and solutions to enhance application functionality and performance.



  • Bachelor’s Degree required
  • At least 4 years of experience
