Job Summary

The Sr. Accountant – Plant & Regulatory will lead the Company’s FERC financial reporting process and related filings with regulatory agencies. The Sr. Accountant – Plant & Regulatory will also be the primary contact to work with our depreciation experts on plant studies and will have an integral role on the team that supports our base rate case filings. The Sr. Accountant – Plant & Regulatory will also be the Company subject matter expert on the process of converting transactions from natural reporting hierarchy into the FERC reporting hierarchy.

Duties and Responsibilities

  • Monthly and quarterly close – complete variance analysis, financial statement tie-out, journal entries, account reconciliations, and SOX controls in areas of responsibility. 
  • Regulatory Report Filing – Take primary responsibility for preparation of the FERC Form 1, the PUC Annual Report, plant accounting updates required in rate case settlements, and other regulatory reports as assigned, working with operational and accounting personnel to ensure that information is reported accurately and completely. Maintain and set up FERC filing software, serving as the primary point of contact with our vendor and for individuals throughout the Company who use the software.
  • Base Rate Case - Prepare schedules and analysis to support base rate case filings. Attend review meetings to explain schedules to the legal and rates teams and to support the overall rate filing request. Respond to intervenor requests for additional support for rate filings and prepare memos in support of regulatory asset and liability balances.
  • FERC Account Recording - Serve as subject matter expert FERC ledger mapping, and the conversion of base financial information into FERC format.
  • Overhead Rates - Calculate and update construction overhead and AFUDC rates and review with management, ensuring that calculations are appropriate in accordance with regulatory guidelines.
  • Depreciation - Lead the Company’s preparations of depreciation filings, including coordination of the process with internal personnel and external specialists. Respond to questions and consolidate information as necessary for approval of management and filing with regulatory agencies. Also lead the depreciation budgeting and forecasting.
  • Environmental and Damages Claims - Lead meetings with legal team, environmental, and claims personnel to update information on these reserves at least quarterly. Take ownership of accounting for environmental and damage claims. Prepare and maintain schedules to support the Company’s reserves and support operational personnel in understanding the spending on these items. 
  • Complete special projects as assigned by management, primarily in the areas of regulatory accounting or plant accounting.

Knowledge, Skills and Abilities

  • Strong verbal and written communication skills, including the ability to present to senior management.
  • Comfort in proactively coordinating and communicating verbally and through email with various internal and external parties, including senior management and legal, related to areas of responsibility.
  • Experience in a regulated accounting environment preferred.
  • Ability to understand accounting processes.
  • Ability to work within a team environment.
  • Ability to identify and implement process improvements.

Education and Experience

  • Bachelor’s Degree in Accounting or related field.
  • Minimum of 3 years of experience in accounting.
  • CPA or working toward CPA is a plus.
