Job Summary

The position is responsible for the development, implementation, and administration of the company’s Pipeline Safety Management System (PSMS) RP 1173 Program.  This program integrates integrity management (TIMP and DIMP), standards, materials and quality assurance.  The position provides technical leadership requiring knowledge of safety management systems and gas pipeline regulations and gas operations. 

Duties and Responsibilities

  • Responsible for leading the development, implementation and continuous improvement of UGI’s PSMS program.  Responsible for communicating and coordinating with internal and external stakeholders, including executive leadership in developing, implementing program elements.
  • Responsible for PSMS oversight, establishment of program related KPI’s and the monitoring and reporting of the results, as well identifying leading indicators and trends and efforts towards continuous assessment and improvement.
  • Provides direction on compliance issues raised by the PAPUC, PHMSA or other agencies.  Administers the intake, review, investigation, and resolution of non-compliance allegations.  Oversees incident investigation.
  • Provides direction for the Company’s TIMP and DIMP programs.  Incorporates programs into PSMS and ensures that the Plan, Do, Check, Act cycle is completed.  
  • Directs quality assurance program including materials, construction and activities. Monitors effectiveness of procedures.
  • Coordinate with leadership and other departments whose roles and responsibilities are impacted by or have direct impact on UGI’s overall safety management and safety culture.  Lead management of change efforts as required within the PSMS framework. 

Knowledge, Skills and Abilities

  • Knowledge and understanding of API RP 1173 and ISO 9001 principals.
  • Applied knowledge of gas pipeline regulations, including 49 CFR 191, 192, and 199.
  • Ability to lead and influence others in a collaborative manner to accomplish goals.
  • Ability to interpret code and establish standards and policy to ensure compliance.
  • Demonstrates deep understanding of the safety management risks associated with the energy industry sector.
  • Demonstrates analytical, project management, organizational, leadership and team-building skills.
  • Proven management of change leader.
  • Ability to challenge the status quo in order to drive continuous improvement.
  • Ability to process technical information and effectively manage multiple areas of responsibility.
  • Strong technical and analytical ability.

Education and Experience

  • B.S in Engineering, Advanced degree preferred i.e. MBA or equivalent supplemental training.
  • Minimum 10 years of progressively responsible experience in natural gas engineering, construction and operations.
  • Professional Engineer’s License preferred.
