Job Summary

Supervise, direct, and schedule UGI field resources and Contractor resources to manage PA1 Call activity and other Damage Prevention efforts including at-risk service replacements and vacuum excavation resources to ensure compliance to all PA1 Call Laws and to reduce facility damage risk and facility damages.  This includes the oversight of 5 Engineering specialists dedicated with the primary responsibility of responding to PA1 Call Tickets and the inspection of contractors performing work tied to facility damage risk mitigation.  This would include coordination with PAWC on their replacement work and other facility owners and municipalities whose work may put UGI facilities at higher risk for damage.  Focus will be on field and records support for field locators executing mark-outs for PA1 Call Tickets and the administration and supervision on UGI’s 5.15 program as part of that oversight.  Review all related paperwork and Productivity payroll data as to completeness and reflection of accuracy.  Promote the ongoing objective of a safety focused team that is focused on achieving Company goals safely and efficiently.

Duties and Responsibilities

  • Provide supervision and scheduling for all inspectors and contractor activity on New Business work, System Improvement projects, and Restoration.  Monitor all related paperwork for completeness and accuracy on Productivity payroll, Co. required field sketches and service records, and daily reports.  Review entries on contractor activity reports to ensure that proper line items are used, resulting in correct invoice payment. Particular focus on the responsibilities of compliance with PA1 Call Ticket response and locating and providing field and records support for PA1 Call response efforts.
  • Provide assistance in the supervision and direction for inspectors assigned to mark out Co. facilities to attain compliance with the PA One Call Act 187 for Ticket mark-out and Positive call back (KARL).  Ensure timely response to all emergency requests, obtain State and municipal permits for Co. projects, and provide support for related Co. activities.  This includes providing supervision and oversight to inspectors and vacuum excavation resources (company or contractor) in the application of prudent excavation techniques.  Coordinate with other C&M Supervisors for other non-conventional locating techniques---Jameson, Pipe Camera, etc.
  • Provide supervision and direction for inspection personnel involved in PA1 Call response for the restoration of public and private property damaged through new installations and maintenance repairs.  Maintain favorable relations with all regulatory officials, contractors, customers, and related third parties, with particular focus on Damage prevention and PA1 Call compliance.  This includes coordination with PAWC, other facility owners and municipalities performing work that puts UGI facilities at-risk.  Participate in Complex Ticket meetings, when possible, to understand the nature of this work.
  • Address customer and facility owner damage complaints to reach fair and equitable resolutions.  Inspect all construction sites ensuring all construction activities comply with Company policy, procedures, and methods, including all applicable safety mandates of OSHA and PA Dot rules and regulations.
  • Individual is assigned responsibility for 24-hour emergency response on a monthly rotation basis, utilizing the C & M workforce for repairs and installations.  May also assume duties of C&M Superintendent for vacations and Co. related absence.

Knowledge, Skills and Abilities

  • Leadership skills in promoting safety and a directing a safe, motivated, and efficient field force in the area of PA1 compliance and capital construction.
  • Familiarity of Federal, State, and Local Codes and Safety Regulations, in particular PA1 Call law.
  • Ability to read field records, construction drawings, and maps.
  • Ability to build relationships with other facility owners, project owners and municipalities in the operating area.
  • Technical knowledge of locating tools, procedures, and methods.
  • Problem solving and human relation skills in routine and emergency situations.

Education and Experience

  • High School Diploma or equivalent.  Associate Degree in Construction Management, Science, Eng., etc.  A 2-4-year degree in varied disciplines has proven to be a valuable asset but not a strict requirement.
  • Minimum of 5 years of experience in gas industry.
  • Certain internal training and OQ certifications may be required as determined by Management.
  • Valid PA Driver’s License.
