Overview: This position is focused on the leadership and management of the environmental compliance components of projects and programs for UGIES. These environmental projects and programs are aligned to the strategic markets and underlying business objectives of the company. The candidate is responsible for delivery of the environmental scope within a larger project, as managed by the UGIES Environmental Manager (EM), a Project Manager (PM), Operations Manager (OM), or Construction Manager (CM). This role is developing an understanding and application of the knowledge and skills (competencies) required to be an environmental compliance manager; is developing an understanding and application of the project delivery process; and is familiar with the technologies and delivery methods underpinning the project solution to be delivered. This position understands how project and program compliance impacts the company’s performance. The incumbent provides motivation and direction within the environmental scope to the overall project team. Decisions have an impact on the resource requirements, scope/schedule/sequence of project activities, stakeholder satisfaction, risk profile, quality, health/safety/environment, and financial performance of a project.

 

Duties and Responsibilities:

  • As part of the environmental team, works under the Environmental Manager who provides oversight and mentoring, as well as under the direction and leadership of the assigned PM, OM, or CM.
  • Oversee the management of air compliance monitoring, reporting and documentation, in support of various Federal and state-requirements such as:
    • Periodic testing
    • Stack testing
    • EPA OOOO reporting
    • Annual compliance certifications
    • FLIR inspections/reporting
  • Perform field work:
    • This role will involve conducting environmental inspection and oversight pre-, during, and post- construction of projects.
    • Conduct periodic, yet regularly scheduled site inspections for compliance with environmental permits and authorizations (ex: E&S/PCSM)
    • Serve as a key team member, building upon existing expertise in botanical, wetland, or wildlife, and/or familiarity and experience with regulatory permitting.
  • Work with Business Development and Project Development teams on potential acquisitions:
    • Advise management of applicable Federal, state, and local regulations as assets are acquired
    • Conduct necessary due diligence during transition and post-close phases of an acquisition
  • Assist with remedial components of a potential or established project, when applicable, which may include:
    • Phase 1 ESAs, emergency response plans, etc.
    • Manage aspects of emergency response including planning, response, remediation, and regulatory agency communication.
  • Assist in the development of company templates, protocols, and SOPs for both engineering and operations related functions.
  • Other duties include:
    • Assist project teams through all environmental phases of project planning, execution, and closeout consistent with established project delivery processes to the meet the scope, schedule, budget and other specified requirements stated in the contract.
    • Complete the scope of work to the satisfaction of the company and stakeholders, while simultaneously ensuring that UGIES’ HS&E, quality, financial, risk management, business, and policy expectations are met.
    • May provide support to BD activities leading up to the commencement of the project.
  • May provide support and expertise in field biology, regulatory strategy, NEPA analysis, and permitting, including:
    • Environmental impact evaluations
    • Siting reports
    • Oversight, development and review of environmental Federal (i.e. FERC and EPA), state (i.e. DEP) and local (i.e. CCD) permit applications
    • Resource and impact evaluations
    • Section 7 ESA consultations
    • USACE 401/404 permitting

 

Knowledge, Skills and Abilities:

  • This position requires strong skills as a self-starter, with ability to balance work on multiple projects simultaneously.
  • This role may also include support to PM, OM, and CM teams on dynamic critical infrastructure projects.
  • Good communication skills (written and verbal) and organizational skills are essential.
  • Ability to work with other UGI departments, including Land/ROW, Legal, Regulated Assets, Project Development, Governmental Affairs/, Public Relations and Business Development

 

Education and Experience:

  • Bachelor’s degree in applicable discipline or equivalent experience.
  • 8-10 years progressively responsible experience preferred.
  • CAPM or equivalent preferred.

 

Working Conditions & Physical Requirements:

  • This position requires up to 50% travel
  • Some OSHA requirements (i.e. PPE, protocols, etc.) at facilties will apply
